Firearms & Drugs – Arrests: C22-18687

On January 28, 2022, members of the Guns & Gangs Unit, with the assistance of the Tactical Support Team, executed a search warrant at a residence in the 100 block of Charles Street regarding a firearms investigation.

Six individuals were taken into custody, with over 70 charges being laid. Six firearms were seized, along with ammunition and illicit drugs.  

Upon the execution of the search warrant, three people (two females and one male) refused to exit the residence. Over the next four hours, the suspects barricaded themselves inside the residence. With the belief that firearms were within the residence, the police utilized specialized tactics and communication, eventually resulting in the safe and peaceful extraction of the remaining suspects.

The following items were seized as a result of the investigation:

- two sawed-off shotguns
- various compatible ammunition
- 6 replica firearms
- body armour
- methamphetamine (estimated street value of $200)
- Percocet pills
- brass knuckles (prohibited weapon)

Raven PEARCE, a 27-year-old female of Winnipeg, was charged with 4 firearms-related offences.

Meaghan PEARCE, a 33-year-old female of Winnipeg, was charged with 5 firearms-related offences.

Praire Sky ATKINSON, a 26-year-old female of Winnipeg, was charged with 7 firearms-related offences.

Kacie MEKISH, a 25-year-old female of Winnipeg, was charged with 9 firearms and court order offences.

Billie Erin KOZUB, a 38-year-old female of Winnipeg, was charged with 29 firearms, drugs and court order offences.

Kenneth Andrew EDWARDS, a 29-year-old male of Winnipeg, was charged with 16 firearms-related offences.

All six individuals were detained in custody.

Stolen Vehicle – Arrest: C22-19742

On January 28, 2022, at 7:44 a.m., a West District General Patrol unit responded to the Ebby-Wentworth neighbourhood for a report of an SUV that had been stolen while left unoccupied and running.

At 7:59 a.m., the unit located the stolen vehicle leaving a parking lot in the 1000 block of Pembina Highway. Officers followed the SUV until it attempted to evade police, and a pursuit was initiated.

The male driver of the SUV subsequently lost control and collided with a snowbank on Nassau Street North near Jessie Avenue. He attempted to flee on foot but was immediately taken into custody.

Jordan Edward Felde, a 26-year-old male of Winnipeg, has been charged with:

- Possession of Property Obtained by Crime Over $5000
- Operation of a Conveyance While Prohibited by Order Under Criminal Code
- Flight While Pursued by Peace Officer
- Fail to Comply with Probation Order (x2)
-Fail to Comply with Condition of Release Order (x2)

He was detained in custody.

Stolen Vehicle/Weapons – Arrests: C22-20534

On January 29, 2022, at approximately 5:12 a.m., a North District General Patrol unit observed a stolen vehicle driving in the area of McGregor Street and Pritchard Avenue. The car attempted to evade officers but was followed to the Arlington Street Bridge, where it proceeded through a red light and fled at a high rate of speed.

Officers engaged in a brief pursuit, and soon after, the vehicle came to a stop in the 900 block of William Avenue. Two occupants attempted to flee on foot but were taken into custody with the assistance of the K9 Unit and other General Patrol members. A 12-gauge shotgun was subsequently located inside the stolen car.

It was determined that the vehicle had been stolen from the Varsity View neighbourhood on January 27, 2022, after being left unoccupied and running.

Preston Anthony Kakegamic, a 32-year-old male of Winnipeg, has been charged with:

- Flight While Pursued by Peace Officer
- Possession of a Firearm Knowing its Possession is Unauthorized
- Unauthorized Possession of a Firearm in Motor Vehicle
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Possession of Property Obtained by Crime Under $5000
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Fail to Comply with Probation Order

Austin Cornelius Wood, a 22-year-old male of Winnipeg, has been charged with:

- Possession of a Firearm Knowing its Possession is Unauthorized
- Unauthorized Possession of a Firearm in Motor Vehicle
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Possession of Property Obtained by Crime Under $5000
- Fail to Comply with Condition of Release Order
- Fail to Comply with Probation Order

They were detained in custody.

Stolen Vehicle – Arrest: C22-19574

On January 29, 2022, at approximately 1:33 p.m., a West District General Patrol unit was in the area of Logan Avenue and Quelch Street when they observed a stolen SUV pull into the parking pad for a residence and a male driver flee on foot.

Officers were unable to locate the male and remained on the scene to investigate the matter. At approximately 3:28 p.m., while waiting for a tow truck to remove the vehicle, a male attended and engaged officers in conversation. Officers placed the male under arrest, and he was found to be in possession of the vehicle’s keys.

It was determined that the SUV had been stolen from the Shaughnessy Park neighbourhood on January 27, 2022, after being left unoccupied and running.

A 36-year-old male of Winnipeg is facing charges of:

- Possession of Property Obtained by Crime Over $5000

He was released on an Appearance Notice (as mandated by the Criminal Code).

Weapons – Arrest: C22-20731

On January 29, 2022, at approximately 1:40 p.m., a male suspect was at a shelter in the South Point Douglas area when he became involved in an argument with another man. The argument escalated, and the suspect aggressively brandished a knife.

Shelter staff attempted to deescalate the situation while the Winnipeg Police Service was contacted; however, the suspect fled the building in an attempt to find the other man (who had just left on foot).

A Central District General Patrol unit located and confronted the suspect as he was waving the knife at staff outside the building. Soon after, the male dropped the weapon and was safely taken into custody.

There were no physical injuries as a result of the incident.

A 31-year-old male of Winnipeg is facing charges of:

- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Causing a Disturbance
- Fail to Comply with Condition of Release Order

He was released on an Undertaking (as mandated by the Criminal Code).

Weapons – Arrest: C22-21064

On January 29, 2022, at 10:24 p.m., members of the Winnipeg Police Service responded to the 200 block of Beverley Street for a report of a possible break-in to a residence.

AIR1 arrived in the area immediately and observed a male suspect walking away from the house. Ground units were directed to the male, who immediately ran and attempted to discard two duffle bags but was taken into custody after a short foot pursuit.

The male attempted to provide a false name but was quickly identified. A large axe, a “zip gun” (improvised firing device) and break-in tools were found inside the bags.

General Patrol officers continued with the investigation.

Jimmy James Linklater, a 27-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon (x2)
- Possession of Break In Instrument(s)
- Identity Fraud - Intent to Avoid Arrest, Prosecution or Obstruct Justice
- Fail to Comply with Probation Order

He was also processed on two outstanding arrest warrants for charges that include:

- Robbery
- Possession of a Weapon
- Unlawfully at Large

Linklater was detained in custody.

Stolen Vehicle/Impaired Driving – Arrest: R22-4345

On January 30, 2022, at 10:47 p.m., AIR1 was on an unrelated matter in the 900 block of Winnipeg Avenue when a suspicious vehicle was observed in the area.

A K9 Unit attempted to stop the car, but the driver refused to pull over. AIR1 subsequently followed the vehicle as it drove evasively through the Daniel McIntyre and West Alexander neighbourhoods.

At 11:00 p.m., the vehicle came to a stop in the 200 block of Dorothy Street, and the occupants fled on foot. AIR1 tracked the driver as she ran and attempted to hide by covering herself with snow. She was later taken into custody in the 200 block of Beacon Street, and officers believed she was impaired.

It was determined that the vehicle had been stolen from the William Whyte area on January 29, 2022, and that the keys had been left inside it while parked.

Katie Marie Wilson, an 18-year-old female of Winnipeg, has been charged with:

- Operation of a Conveyance While Impaired to Any Degree by BAC or Drug or a Combination of Both
- Fail or Refuse to Comply with Demand
- Flight While Pursued by Peace Officer
- Operation of a Conveyance While Prohibited by Order Under Criminal Code
- Possession of Property Obtained by Crime Over $5000

She was detained in custody.

Aggravated Assault – Arrest: C22-19668

On January 28, 2022, at 3:41 a.m., Central District General Patrol units responded to an apartment building in the 400 block of Kennedy Street for a report of an injured female that had been found by security.

Upon arrival, officers located an injured female (in her 60's) suffering from severe injuries. She was transported to a hospital in unstable condition and later upgraded to stable condition.

Members of the Major Crimes Unit continued with the investigation.

At approximately 7:25 a.m., a male suspect returned to the scene and was placed under arrest by officers.

It is believed that the victim's son had been involved in a dispute with her, which escalated to a serious assault. He then fled before she was found.

A 31-year-old male of Winnipeg has been charged with:

- Aggravated Assault
- Fail to Comply with Condition of Release Order (x2)

He is not being named to protect the victim's identity, and he has been detained.

Assault Police Officer – Arrest: C22-19692

On January 28, 2022, at 4:49 a.m., North District General Patrol officers responded to the 600 block of Dufferin Avenue for a report of a male yelling for an ambulance.

Soon after, a police unit located a male at the intersection of Jarvis Avenue and McGregor Street who wasn't dressed for the weather and appeared to be suffering from the effects of the cold temperature.

Officers attempted to help the male, but he immediately became confrontational and discharged a can of bear spray toward them. Both officers were affected by the substance and attempted to use their Tasers (conducted energy weapons), but deployment was ineffective. The male then tried to punch one of the officers and struck the other.

During the struggle, the male was able to disarm one of the officers of their Taser. He was eventually brought under control and taken into custody. However, an ambulance was requested due to his behaviour, and officers provided him with medical care.

Both officers and the male were transported to a hospital, where they were all treated and released.

It is believed that methamphetamine use played a role in the incident.

Steven Daniel George Ramsey, a 35-year-old male of Winnipeg, has been charged with:

- Assault a Peace Officer with a Weapon (x2)
- Disarming a Peace Officer
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Weapon
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)
- Fail to Comply with Probation Order (x2)

He was detained in custody.

Assault Police Officer – Arrest: C22-21666

On January 30, 2022, at 7:59 p.m., North District General Patrol members responded to the area of Burrows Avenue and Keewatin Street for a report of a male armed with bear spray outside of a business.

Upon arrival, officers confronted the male, but he immediately attempted to flee on foot. The male brandished the can of bear spray while running from officers and fell to the ground. He pointed the bear spray at an officer and ran before throwing the can and producing a hammer that was later discarded during the chase.

The male was eventually taken into custody outside of a residence in the Tyndall Park area. During the incident, officers attempted to use their Tasers (conducted energy weapons), but the deployment was ineffective.

Tyler Harry Gregory, a 30-year-old male of Winnipeg, has been charged with:

- Assault a Peace Officer with a Weapon
- Possession of a Weapon (x2)
- Carrying Concealed Weapon Prohibited Device or Ammunition (x2)

He was detained in custody.
