Fee Waiver Committee

The Fee Waiver Committee (FWC) reviews applications to waive all or part of a fee or monetary penalty imposed under the Planning, Development, and Building Fees, By-law No. 66/2016.

The FWC operates through a written application process and does not accept in-person applications or presentations. The Committee only accepts applications to waive fees and monetary penalties that are imposed by the above referenced by-law and does not accept applications for the waiver of any fees, penalties or fines which are imposed under any other by-laws or provincial legislation.


Fee Waiver Application Process

  1. You must pay any fees owing (up to a maximum of $5,000) before submitting an application for fee/penalty review, as applications will not be considered unless applicable fees have been paid. However, if fees over $5,000 are owed, the fee waiver committee will inform you once a decision has been reached regarding payment of the balance or waiving of fees.

  2. Complete an application for fee/penalty review and submit it to the Secretary of the Fee Waiver Committee by mail or email. Submission requirements and contact information are outlined in the Fee Waiver Application Form.

  3. The Fee Waiver Committee will consider the application at the next meeting. Meetings occur bi-weekly.

  4. Applicants will be notified of the Fee Waiver Committee’s decision in writing within one month. The Fee Review Decision form will be sent to the applicant by mail or email, via the same method of communication used by the applicant.

  1. How do I apply for a fee or monetary penalty to be waived?
    Applications for a fee or a monetary penalty under By-law No. 66/2016 to be waived and/or reduced are considered by the Fee Waiver Committee. You must submit an application to the Fee Waiver Committee as outlined in the Fee Waiver Application Form.

  2. Should my application be accepted by the Fee Waiver Committee, when and how will I be reimbursed?
    You will receive reimbursement within four weeks from date of notification, in the same form it was paid to the City of Winnipeg.

  3. Should my application be denied by the Fee Waiver Committee, what options do I have to appeal?
    Fee waiver denials can be appealed to the Standing Policy Committee on Property and Development, Heritage and Downtown Development, for a second and final appeal process. You must contact the City Clerk's Office within 14 days of receipt of your outcome to appeal. Appeals can be sent to the City Clerk's Department, 510 Main Street, Winnipeg, MB, R3B 1B9 or email:

  4. Can the Fee Waiver Committee waive impact fees?
    No, the Fee Waiver Committee does not consider applications for waivers of impact fees. Fee waiver applications related to impact fees should be directed to 311.

  5. Can the Fee Waiver Committee waive Municipal By-law Enforcement Act (MBEA) Fees and/or the Provincial Offences Act (POA)?
    No, the Fee Waiver Committee does not consider applications for matters that involve Penalty Notices issued under the MBEA and/or Tickets issued under the POA. The MBEA and the POA have their own and separate process’s to address concerns/appeals. Information on how to proceed with an MBEA Penalty Notice and/or POA Ticket are provided at the time of issuance.
