Digital Permit Applications
All residential and commercial permit applications can be submitted digitally.
Note: Planning/Land Development Applications cannot be reviewed digitally at this time. Learn more about these applications by visiting the Development Applications and Definitions webpage.
To submit a digital permit application, please review the following submission information and requirements:

Register for an account at: winnipeg.ca/permitsonline
Homeowners may apply for the following residential permits online (new construction only): Residential Permits - Deck
- Detached Garage
- Carport
- Other Structures over 10 m2/108 sq. ft. (e.g. storage shed, gazebo, workshop)
- Outdoor Pool
- Hot Tub/Spa
Note: Customers with other types of projects (e.g. demolitions, additions, repairs/alterations) must submit their application via email. If you would like to apply to demolish an existing structure and construct a new structure at the same time, please submit both applications together via email.
Contractors may apply for the following permits online (new construction only, with the exception of detached garages*): Residential Permits Commercial Permits - New single family detached dwelling construction

Note: With the exception of detached garages, customers with other types of projects (e.g. demolitions, additions, repairs/alterations) must submit their application via email. All customers can submit building, development, and trade permit applications by email to ppd-permit@winnipeg.ca. Once permit materials are accepted and uploaded into the permit system, you can view and manage your permits and applications by tracking the status, submitting documents, and making payments by registering for a Permits Online account at: Winnipeg.ca/permitsonline.
Housing Building Permit Applications:
To submit your building permit application via email, please group and name the applicable PDF documents as follows:
- Application Form, Owner Statement, Application Checklist
- Status of Title (dated within six months of the application date along with any City of Winnipeg Caveats)
- Site Plan, Legal Survey/Building Location Certificate (BLC)
- Lot Grade Plan, Site Servicing Plan, Geodetic Survey
- Building Plans (floor plans, elevations, sections, framing plans, engineered plans)
- Professional Designer's Certificate for Housing
- Geotechnical Report
- Damage Report
Commercial Building Permit Applications:
To submit your Building Permit application via email, please group and name the applicable PDF documents as follows:
- Application Form - Commercial Alteration Design Summary (CADS)/Building and Site Design Summary (BSDS), including all design summaries, and the owner statement,
- Status of Title (dated within six months of the application date along with any City of Winnipeg Caveats)
- Geotechnical Report
- Civil Plans (Lot Grading Plan, Site Servicing Plan, Geodetic Survey)
- Site/Landscape Plans
- Architectural Plans
- Structural Plans
- Mechanical Plans (separate any sprinkler drawings from mechanical plans)
- Electrical Plans
- Specification - Architectural/Structural
- Specification - Civil (Site and Infrastructure)
- Specification - Electrical

To submit your Development Permit application via email, please group and name the applicable PDF documents as follows:
- Development Permit Application Form (including the owner statement/letter of authorization)
- Status of Title (dated within six months of the application date along with any City of Winnipeg Caveats)
- Civil Plans (Lot Grading Plan, Site Servicing Plans, Geodetic Survey)
- Site/Landscape Plans
- Building Location Certificate
- Building Plans
- Electrical Plans

- Specification – Electrical
- Specification - Civil (Site and Infrastructure)

Acceptable Document Types
Please submit your application package in PDF format. Other document types including JPEG will not be accepted.
Permit Application Reviews
Permit applications will be reviewed electronically and you will be contacted if additional information is required.
Additional information can be submitted via Permits Online up to a maximum file size of 50 MB. If you are unable to submit documents using Permits Online, please provide a digital PDF copy via email or a link to a Dropbox file to the reviewer who requested the information.
When your permit is issued, you will receive an email with a permit attached, and a link to a ZIP file to download your approved supporting documentation. The ZIP file will be available for 90 days.
