Building Communities Initiative II
On May 27, 2010, the City and the Province signed the Building Communities Initiative II Agreement which identified $20 M in cost-shared funding over two phases ($10M for Phase One and $10M for Phase Two).
BCI II adopts a 'focused and strategic' approach to enable targeted capital investments within designated neighbourhoods in Winnipeg. Investment focuses on key community amenities in designated neighbourhoods that shoulder the inner city and in designated suburban neighbourhoods with pockets of decline.
The Building Communities Initiative II provides capital support for upgrading community facilities and municipal infrastructure in order to:
- Enhance public safety
- Strengthen neighbourhood commercial areas in targeted areas to improve local infrastructure
- Provide youth with opportunities for positive activity and;
- Create a positive neighbourhood image for residents.
Building Communities Initiative II Phase Two
On March 8th, 2013, a total of 42 new community projects were approved through the Building Communities Initiative II Phase Two.
Building Communities Initiative II Phase Three
Since August, 2013, a total of 24 community projects have been approved through the Building Communities Initiative II Phase Three.

Building Communities Initiative (2002-2008)
The original Building Communities Initiative was launched by the Province of Manitoba and the City of Winning in 2002 as a $14 million co-funded capital investment initiative designed to address the physical needs of six older residential neighbourhoods. Ninety-six community projects were completed.
Building Communities Initiative II Phase One (2010-2013)
On July 6, 2010, the City and the Province jointly announced a 50/50 cost-shared $10M for Phase One of the BCI II partnership. Thirty-eight community projects were approved for construction.
