Downtown Road Renewals 2019-2023

2019-2023 Downtown Streets Renewal Project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. It will see major rehabilitation work done on numerous streets in the city's Downtown and will ultimately greatly improve road surface conditions. The 2020 road renewal construction is now complete. As we plan for the 2021 construction season we are evaluating how best to consult with stakeholders in a timely and efficient manner during COVID-19 restrictions. Outreach and consultations to help us understand the needs of property owners adjacent to the road renewal planned for 2021 will now be done remotely via phone, regular mail, email or other online channels.


Updates

April 2021 - Phase 2 construction is now anticipated to begin in late April. An advanced construction notice has been both mailed and emailed to area stakeholders. Information on staging and traffic implications for the first stage of 2021 work are now available on the documents tab.

February 2021 - Phase 1 construction was completed in 2020 and included Fort Street (between Broadway and Graham Avenue) and Hargrave Street (between Portage Avenue and Ellice Avenue) and on Portage Avenue (Memorial Boulevard to Fort Street) and Carlton Street (between Portage Avenue and Ellice Avenue).

The second phase of road work on the Downtown Pavement Renewals Project will begin in mid-May.

Work to be completed this year includes:

  • Donald Street from Broadway to Gertrude Avenue: Pavement rehabilitation will consist of removal of existing asphalt, repairing concrete pavement, replacing curbs, new sidewalk and an asphalt overlay. Scheduled to commence May 2021, completion expected in August 2021.
  • Donald Street from St. Mary Avenue to Broadway: Pavement reconstruction will consist of removal and replacement of the existing pavement, and construction of new concrete sidewalks. Scheduled to commence May 2021, completion expected in August 2021.
  • Hargrave Street from Broadway to York Street: Pavement reconstruction will consist of removal and replacement of the existing pavement, and construction of new concrete sidewalks. Scheduled to commence August 2021, completion expected in October 2021.

Transit service will be maintained throughout construction, but temporary bus stop relocations or closures may be required at various times. Access to businesses will be maintained as much as possible with short-term, temporary adjustments as required. Any disruption to access will be discussed with the applicable business/resident, prior to the disruption.

August 17, 2020 – Construction on the Carlton Street portion of the Downtown Pavement Renewals Project – 2020 begins today. Work between Portage Avenue and Ellice Avenue is expected to last four weeks, during which one lane of traffic and the bike lane will be maintained. Parking and loading zones will be removed.

May 4, 2020 - construction will begin on May 11 and will include the following locations and estimated timelines:

Fort Street between Broadway and Graham Avenue: May-September 2020
Work will include: pavement reconstruction from Broadway to Graham Avenue including concrete sidewalk and street reconstruction. The work will also include underground infrastructure and utility repairs and renewals. All parking and loading zones will be removed during construction. One lane of traffic and the bike lane will be maintained.

Hargrave Street between Portage Avenue and Ellice Avenue: May-July 2020
Work will include: pavement reconstruction from Portage Avenue to Ellice Avenue, including concrete sidewalk reconstruction, street reconstruction and the addition of a protected bike facility on the east side of the street. The work will also include underground infrastructure and utility repairs and renewals. All parking and loading zones will be removed during construction. One lane of traffic and the bike lane will be maintained.

Portage Avenue between Memorial Boulevard and Fort Street: July-August 2020
Work will include: asphalt overlay from Memorial Boulevard to Fort Street including sidewalk repairs, curb repairs and street pavement repairs followed by an asphalt overlay. Two lanes of traffic will be maintained throughout construction, and parking/loading zones will be maintained where possible but will be removed at times.

Carlton Street between Portage Avenue and Ellice Avenue: August 2020, inclusive
Work will include: asphalt overlay from Portage Avenue to Ellice Avenue including sidewalk repairs, curb repairs, and street pavement repairs followed by an asphalt overlay. All parking and loading zones will be removed during construction. One lane of traffic and the bike lane will be maintained.

2019-2023 Downtown Streets Renewal Project will see major rehabilitation work done on numerous streets in the city's Downtown and will ultimately greatly improve road surface conditions. Construction began in spring 2020 and will resume in spring 2021 and continue through the 2023 construction season.

Construction notices advising of local impacts such as temporary lane closures will be posted in the Updates tab section in advance of each construction phase. Businesses and other area stakeholders will be notified directly in advance of local construction.

2021 Construction activities – May through October 2021

May 2021

  • Donald Street from Broadway to Gertrude Avenue - Pavement Rehabilitation will consist of removal of existing asphalt, repairing concrete pavement, replacing curbs, new sidewalk and an asphalt overlay. Scheduled to commence May 2021, completion expected in October 2021

  • Hargrave Street between Portage Avenue and Ellice Avenue: Pavement reconstruction consisted of removal and replacement of the existing pavement, construction of new concrete sidewalks including streetscaping. Completed September 2020.
  • Portage Avenue between Memorial Boulevard and Fort Street: Repaving with asphalt overlay with curb and sidewalk repairs as necessary. Completed August 2020.
  • Carlton Street between Portage Avenue and Ellice Avenue: Replacement of asphalt from Portage Avenue to Ellice Avenue with curb and sidewalk repairs as necessary. Completed September 2020.      

Transit

Traffic restrictions 2021

A minimum of one lane of traffic shall be maintained on Donald Street during construction and parking/ loading zones will be removed during construction.

  • Pavement Rehabilitation – Smith Street from Navy Way to Graham Avenue

  • Pavement Rehabilitation – Broadway from Osborne Street to Main Street

Background

2019-2023 Downtown Streets Renewal Project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. It will see major rehabilitation work done on numerous streets in the city's Downtown and will ultimately greatly improve road surface conditions.

The project will not have permanent implications for parking, loading, intersection geometries or routing; because of the project's limited scope it will not include any public engagement activities.

Instead, the City is reaching out to and meeting with businesses, residents and property owners in the area (via on-line tools, phone calls and mail) to gather information about areaways, parking and loading needs, and planned private construction or renovations; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.

The following streets are included in the project:

  • Broadway (Osborne Street to Main Street)
  • Carlton Street (Portage Avenue to Ellice Avenue) – Completed in 2020
  • Donald Street (St. Mary Avenue to Broadway)
  • Donald Street (Broadway to Gertrude Avenue)

What is the 2019-2023 Downtown Streets Renewal Project?

2019-2023 Downtown Streets Renewal Project is supported by the Government of Canada New Building Canada Fund and the Province of Manitoba. It will see major rehabilitation work done on numerous streets in the city’s Downtown and will ultimately greatly improve road surface conditions.

This is one of the first projects to roll out under a new initiative that bundles multiple street segments in a common area or with a common scope into a single, multi-year package. The new approach allows a single consultant to review, schedule, design, tender, and oversee construction of a number of streets in close proximity, and facilitates project efficiency and delivery.

What streets are involved?

The following streets are included in the project:

  • Broadway (Osborne Street to Main Street)
  • Carlton Street (Portage Avenue to Ellice Avenue)
  • Donald Street (St. Mary Avenue to Broadway)

When will construction begin?

We are currently working on construction staging and will begin one or more of the streets in the 2020 construction season. Sign up for updates to receive notification of the staging plan when it is confirmed.

Can I provide feedback on what I want to see happen on these streets?

We will not be doing any formal public engagement on this project, as it does not have any permanent implications for parking, loading, intersection geometries, or routing.

Instead, the City will be reaching out to and meeting with businesses, residents and property owners in the area to gather information about areaways, parking and loading needs, and planned private construction or renovations; this information will help us stage construction so it has minimal impact on area stakeholders and will also allow us to make accommodations where necessary.

I live, run a business or own a building on one of the streets on the list. How will this impact me?

We are working with area stakeholders to minimize negative impacts through construction. We're taking stakeholder feedback into account as part of our staging plan, and are also helping mitigate concerns around parking, loading and access.

How will this impact traffic in the area?

As with any construction, there will be traffic implications. We are working with our partner agencies, as well as area stakeholders, to ensure that traffic impacts are kept to a minimum. We will be initiating proactive public communications once staging is complete to ensure the public is aware of staging, rerouting, lane closures, and project progress.

I live, run a business or own a building on one of the streets on the list and have been contacted by an areaway inspector. What's this about?

Before any road work begins, building areaways (the underground spaces adjacent to, or part of, some building basements) must be inspected to determine structural characteristics including the presence of out of commission coal chutes and so on. These are a non-invasive, visual inspections which are carried out quickly with minimal to no disruption to your business.

How will pedestrians and cyclists be accommodated during construction?

Pedestrian access will be maintained to the extent possible, any interruptions to access will be reviewed with the applicable property owner prior to the disruption. Accommodation for cyclists will be made during construction to assure their safe passage through the construction zones.

How much of the project construction will be completed in 2021? I live/work in the area; when will I know if I am going to be affected?

Specific timelines for future construction will be provided prior to construction start in 2021. To receive notices confirming future construction details and timelines, please sign up for email updates via Debbie.hillman@aecom.com.

Will road construction be affected by COVID-19?

While the City continues to evaluate its services and projects amid the COVID-19 pandemic, road construction is considered an essential service by the Province of Manitoba and at this time is expected to proceed as planned with the following considerations:

  • Our contractors are working with their industry and public health officials to determine safe work procedures for construction sites.
  • In-person outreach and consultations to help us understand the needs of property owners adjacent to regional road renewals and other non-Capital projects will now be done remotely via phone, regular mail, email or other online channels.
  • We are evaluating options for public engagement on larger capital projects and looking at how to continue to stay connected to Winnipeggers and their feedback and input. Updates on specific projects and their timeleines will be provided once information is available.

We are doing our best to reach stakeholders in a timely and efficient manner but also understand that normal is changing every day and people may no longer be reachable where, or how, we once expected.
