Development applications are used to manage how land is planned, developed, and used. Each application type has its own process, fees, and required documents. Review these forms to see what you need to move forward with your project.
Air space plan (DAASP) application (PDF, 149KB)
Use this application to create or change an air space plan for a property. Confirm how space is divided and used, and ensure your plan meets City rules.
An air space plan shows property boundaries in three dimensions. It may be needed when different parts of a building or structure are owned, leased, or developed separately such as above or below ground.
Alternative equivalent compliance (AEC) (PDF, 141KB)
Use this application if a project cannot meet certain design, landscaping, fencing, screening, or lighting rules under the Zoning By-law. A different solution that aligns with zoning rules can be proposed. This option is for sites with unique conditions or nearby uses that make standard rules hard to follow.
Attached secondary suite (DCU "B") conditional use application (PDF, 165KB)
Use this application if a project includes an attached secondary suite that does not meet all zoning rules. An attached secondary suite is a separate living space added to or created in a single-family home. It must meet specific standards under the Zoning By-law. If the suite does not meet those standards, conditional use approval is required.
Communication facility proposal review application (PDF, 301KB)
Use this application if a project includes a new communication antenna or tower, or changes to an existing one. This review is needed under the Winnipeg Antenna Systems Policy. It applies to towers that are:
- 15 metres or taller
- Less than 15 metres, operated by telecom carriers, broadcasters, or third-party tower owners
Conditional use (DCU "C" or "D") application (other residential and commercial uses/buildings) (PDF, 192KB)
Use this application if a project includes a residential, commercial, or industrial use. This is listed as conditional under the Zoning By-law. A conditional use is a land use that may have unique impacts and needs extra review. An explanation must be given on how the project meets the criteria in The City of Winnipeg Charter.
Condominium plan of survey (CONDO) application (PDF, 146KB)
Use this application if a project involves creating or changing a condominium plan of survey. This includes bareland condos and phased condo developments. A condominium plan divides land into individually owned units and shared spaces. The application helps confirm how land is divided and used, and ensures it meets City rules. Additional fees may apply depending on the type of condo.
Consent application (CA) (PDF, 151KB)
Use this application if a project involves transferring part of a property title or registering a long-term lease. Consent is needed when land is divided without creating a new plan, or when a lease is longer than 21 years. There are two types of consent:
- Consent to convey: Used to transfer part of a title to a new title. This is similar to a subdivision.
- Consent to lease: Used to register a lease on part of a title
Detached secondary suite/ care home (DCU "C") conditional use application (PDF, 166KB)
Use this application if a project includes a detached secondary suite or care home. This is listed as a conditional use under the Zoning By-law.
A detached secondary suite is a separate living space located on the same lot as a single-family home but not attached to it. A care home provides residential accommodation and care for people living on-site. A conditional use is a land use that may have unique impacts and needs extra review.
Development agreement or development agreement amendment / servicing agreement or servicing amendment (PDF, 110KB)
Use this application if a project needs changes to an existing development or servicing agreement. These agreements are often required when land is subdivided or rezoned. They include conditions for installing or upgrading municipal services.
Downtown variance and conditional use (DAV/DCU "B") application (PDF, 172KB)
Use this application if a project in downtown Winnipeg needs a variance or includes a conditional use listed under the Winnipeg Downtown Zoning By-law.
When site conditions make it hard to meet the standard requirements, a variance allows changes to zoning rules. This includes:
- Building height
- Setbacks
- Lot coverage

Use this application if you need more time to meet the conditions of a subdivision or rezoning approval. If your original approval is close to expiring and you still need time to complete the required steps, apply for an extension. All extension requests must be reviewed and approved by Council.

Home-based business (major) conditional use (DCU "B") application (PDF, 149KB)
Use this application if you want to run a business from your home and your property is zoned as residential. Some home-based businesses need special approval to make sure they fit with the neighbourhood and follow zoning rules. This application helps you request approval through the conditional use process.
Mature communities planned development overlay (PDO) design review application (PDF, 169KB)
Use this application if you are planning a new development in a mature community. These areas have special design guidelines. They help new buildings fit in with existing neighbourhoods. This application helps make sure your project meets those guidelines.
OurWinnipeg amendment application (PDF, 190KB)
Use this application if you want to request a change to the OurWinnipeg 2045 development plan. This plan guides how land is used and developed across the city. If your project does not match the current plan, you may need to apply for an amendment. All amendment requests must be reviewed and approved by Council.
Parking management plan (PDF, 137KB)
Use this application if your development project needs a Parking Management Plan. This plan shows how parking will be handled on your site when there are fewer parking spaces than needed. It must show that parking will meet the needs of residents, visitors, and businesses.
Plan approval/design review (PDF, 165KB)
Use this application if your development project needs design review or plan approval. Some zoning districts need this step. They make sure new buildings or site changes follow design guidelines and fit in the surrounding area.
Plan of subdivision and rezoning (DASZ) application (PDF, 151KB)
Use this application if you want to subdivide land and change its zoning at the same time. This process helps make sure your project fits with city plans and zoning rules. It’s often used for new developments that need both land division and a zoning change to move forward.

Use this application if you want to register a plan of survey to confirm the legal boundaries of a property. This process is often needed when land is being divided, consolidated, or adjusted. It helps make sure property lines are accurate and recorded.

Residential and commercial tolerance (DAV "A") application (PDF, 158KB)
Use this application if your project does not fully meet zoning requirements. A tolerance may be given if the changes are considered minor and reasonable. This process helps support flexibility in development. It still follows the intent of zoning rules.

Use this application if you want to use a residential property in a way that is different from what is permitted under zoning rules. Such as: adding a secondary suite or starting a home-based business.

Use this application if your residential project does not meet all zoning rules. You can ask for a variance to allow changes like building closer to a property line or adding height. A variance gives permission to do something that zoning usually does not allow.

Use this application if you want to change the zoning of a property. Rezoning may be needed if your project doesn’t match current zoning rules. This process helps make sure new zoning fits with city plans and the surrounding area.
Secondary plan (SP) / secondary plan amendment (SPA) application (PDF, 204KB)
Use this application if you want to create a new secondary plan or change an existing one. Secondary plans give more detailed rules for how land can be used in certain areas of the city. They help guide future growth and development.
Short form plan of subdivision (DASSF) application (that does not create a street) (PDF, 147KB)
Use this application if you want to divide land into smaller lots using the short form process. This option is for simpler subdivisions that meet certain rules. It helps make sure the land division fits with city plans and zoning.
Subdivision agreement amendment (SAA) application (PDF, 146KB)
Use this application if you need to change an existing subdivision agreement. These agreements are used when land is divided and help guide future development. An amendment may be needed to update plans or add new rules.
Urban (downtown) design review application (PDF, 172KB)
Use this application for any development, redevelopment, expansion, demolition, or exterior changes in downtown Winnipeg. Urban Design Review is required under Zoning By-law No. 100/2004, even if your project doesn’t need a permit or other approval. This review helps make sure buildings and site changes look good, work well, and fit with the neighbourhood.
If you are applying to demolish a building, you must include a plan. It must show what will happen to the site after demolition, and when it will be redeveloped.
Variance (DAV "C" or "D") application (other residential and commercial uses/buildings) (PDF, 203KB)
Use this application if your project does not meet all zoning rules. You can ask for a variance to allow changes like building closer to a property line, adding height, or changing parking. A variance gives permission to do something that zoning usually does not allow.
Zoning agreement amendment (ZAA) application (PDF, 171KB)
Use this application if you want to change the terms of a zoning agreement caveated to your property. Zoning agreements may include rules about land use, building size, or other conditions. If your project doesn’t follow those rules, you can apply to amend the agreement.
Consent to convey applications are similar to a subdivision application in that the applicant wishes to transfer a parcel, or part lot, from a title to a separate title. For zoning purposes, the land contained within each title that may be issued as a result of approval of the consent must meet the minimum lot width and area requirements of the zoning district, have frontage on a public street, and comply with all development standards of the applicable zoning by-law.
Consent to lease applications are more complex.
- Is the lease over 21 years including renewal periods?
- If less than 21 years, no consent from the City of Winnipeg is required.
- What area does the lease cover?
- If it covers the whole title, no consent is needed.
- If it only covers the floor space of a building, no consent is needed.
- If it is only a portion of the title, a Plan of Survey may be required.
Control strip
This is a strip of land typically owned by the City of Winnipeg which is located between a public right-of-way and privately owned property. The strip is intended to prevent access and/or development until former developer obligations have been satisfied. The strip would be purchased and consolidated with the developer's land.
Manitoba land surveyor
A person charged with the responsibility of advising on or determining the location of all corners or boundaries of property within the Province of Manitoba, Canada Lands excepted. The land surveyor's authority is granted under the Land Surveyors Act, C.C.S.M. c. L60. The land surveyor is a professional with a specialized knowledge of the legal aspects of real property, land use, and planning. The land surveyor has been trained in the mathematical and related sciences pertinent to their field and is required to meet high standards of qualifications before being authorized to practice.

Plan of subdivision or plan of survey prepared in an acceptable form deemed the legal instrument that may be registered at the Land Titles Office
Rights-of-way closing (DAC)
Procedure for the closing of a street, lane or walkway (public right-of-way) for which the public hearing process is required. Contact 311 to make an application or for more information.

Procedure directed by the Public Service for the opening of a street, lane or walkway (public right-of-way).
Rights-of-way opening & closing (DAOC)
Procedure in conjunction with a long form plan of subdivision for the approval of both an opening and a closing of a street, lane or walkway (public right-of-way) for which the public hearing process is required.
