Changes will improve traffic flow and safety in Harbourview South, Kildonan Estates

WINNIPEG, MB - July 25, 2012 - Citizens are being advised that as of Tuesday, August 7, 2012 the connection of Ham Street south of Grassie Boulevard will be permanently closed to traffic, part of an overall program to improve traffic in the Harbourview South/Kildonan Estates area.

The closure will help to improve traffic flow and enhance safety in the area. This section of roadway had been in place to accommodate construction vehicles during the development of Harbourview South Phase II, but was never intended to be a permanent roadway. Since construction of the development is nearly complete, this service road will no longer be required.

Once closed, construction will begin immediately to re-design the street. Ham Street will terminate in a cul-du-sac north of Williamson Crescent, and a paved pathway will be developed from the new cul-du-sac to Grassie to maintain access for cyclists and pedestrians. The cul-du-sac will accommodate vehicles on Ham Street from the south and will be signed at Williamson Crescent as a no-thru street. Landscaping will also take place to improve this area.

Permanent access points into Harbourview South are McLellan Drive and Concordia Avenue East, and Silverfields Lane and Skowron Crescent for Kildonan Estates.

“The work that is being done to close off the street and enhance the neighbourhood is being done at no cost to the City,” said Transcona City Councillor, Russ Wyatt. “The decision to close this portion of Ham Street was included in the development agreement approved by City Council on June 29, 2005, therefore Qualico will be responsible for all of the costs.”

Prior to the decision at Council, the plan was considered at a community committee hearing in 2004.

This work is part of an overall program to improve traffic in the Harbourview South/Kildonan Estates area. Work during this construction season includes:

  • A new, full-size round-a-bout at Molson Street and Grassie Boulevard
  • Completion of Concordia Avenue East (by September 1, 2012)
  • New and expanded turning lanes at Grassie Boulevard and Lagimodiere Boulevard
  • Extension of the 44 Grey transit route on Concordia Avenue East
