Police safely resolve a tense 10-hour armed and barricaded in Point Douglas: C25-132059

On June 14, 2025, for nearly 10 hours, the Winnipeg Police Service’s Crisis Negotiation Unit and Tactical Support Team worked together to create a safety plan and communicate with a distressed man who was armed with a gun and hunkered under the Disraeli Bridge.

Just after 5:00 in the morning, police responded to the report of shots fired at a residence in the 100 block of Grove Street. It was determined that a man who had a prior dispute with the occupants of this residence had returned armed and shot at the house. Nobody was injured.

After shooting at the house, he ran off and went under the Disraeli Bridge near Sutherland, and was discovered by police responding to the call. He would not put down the gun and the situation transitioned into an armed and barricaded. General Patrol Units immediately blocked off vehicle, pedestrian and boat traffic to protect the community.   

WPS Incident Command was set-up, along with additional resources including the WPS River Patrol, the Drone Unit, and WFPS emergency personnel, paramedics and the WFPS Water Rescue boat.

Over the next ten hours, the hot temperature outside was an added stressor for everyone involved. Police were able to pass water to him while they continued to communicate in attempts to de-escalate and resolve the situation.

At 3:23 in the afternoon, members of TST were able to safely take the man into custody, and he was turned over to the Major Crimes Unit.

36-year-old, Daniel Emrys LARSEN who was unlawfully at large and violating his parole, was charged with the following offences:

  • Unlawfully at Large
  • Warrant for Parole Revocation
  • Possession of a Weapon
  • Discharge a Firearm in a Reckless Manner
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order x 4

He was detained in custody.
