Child Sexual Abuse Imagery – Arrest: R21-67174

Between April 2021 and December 2021, the Winnipeg Police Service Organized Crime Unit, in conjunction with partnering agencies, entered into a firearms trafficking investigation called Operation Phoenix.

Twelve individuals were arrested for a variety of charges, including firearm and drug trafficking.

During the course of the investigation, officers seized an accuseds’ cell phone. Child Sexual Abuse Material was located on the phone during the analysis.

The seized phone was turned over to the Winnipeg Police Service Internet Child Exploitation Unit. Their investigation has led to the re-arrest of Jason Dean BIGL, 29. He has been charged with:

- Possess Child Pornography
- Access Child Pornography
- Import, Distributes, Sells or Possesses Child Pornography
- Makes, Prints, Publishes or Possesses Child Pornography
- Counselling to Commit Indictable Offence x 2
- Transmit, Make Available, Distribute or Sell Child Pornography to a Person Under 18

The accused was detained in custody.
