Historic Sexual Assaults – Arrest: R21-68359

In early December 2021, the Winnipeg Police Child Abuse Unit (CAU) was contacted by a survivor of a historical sexual assault that had occurred in Winnipeg. The CAU began an investigation, and two additional survivors were identified regarding sexual assaults that had occurred at various locations in the city during the 1980s. All three were known to the accused. The survivors, now adults, reported that they were children at the time of the assaults.

On February 24, 2022, the Child Abuse Unit arrested 65-year-old Joseph Floyd DELANEY of Lundar, Manitoba. Delaney has been charged with:

- Sexual Assault x 3
- Sexual Interference x 2
- Invitation to Sexual Touching x 2
- Assault
- Gross Indecency

The accused was released on bail with conditions as mandated by the Criminal Code of Canada.

This investigation is continuing by the Winnipeg Police Service Child Abuse Unit.
Investigators are aware that Delaney was involved with a church group (specifically theatre productions) in the southwest part of Winnipeg when these assaults occurred.
