The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding WILMER JAVIER MEJIA, 45 years of age, a convicted sex offender who is considered a high risk to re-offend in a sexual/sexually violent manner against all females, both children and adults.

MEJIA will be released from the Stony Mountain Institution, Stony Mountain, Manitoba on March 17, 2022 in relation to a sentence of fourteen years and 25 days (in addition to 340 days pre-trial custody credit) for sexual assault cause bodily harm, sexual interference, uttering threats, assault, flight while pursued by peace officer, forcible confinement, assault with a weapon, killing, injuring or endangering animals, and unauthorized possession of prohibited or restricted weapons.

MEJIA is expected to take up residence in Winnipeg.

Upon release, MEJIA will be subject to conditions including:

  • Not to be in the presence of any male or female children under the age of 16 unless accompanied by a responsible adult who knows his criminal history and has been previously approved in writing, by his Parole Supervisor.
  • Follow treatment plan as arranged by his Parole Supervisor.
  • Reside at a facility approved by Correctional Service of Canada.
  • No consumption, purchase, or possession of alcohol or non-prescribed medication.

In addition, he will be subject to a lifetime weapons prohibition order.

MEJIA has a history of violent and sexual offences. Although he participated in some treatment programming in the past, MEIJA is still considered high risk to re-offend in a sexual and/or sexually violent manner. All females, both adults and children are at risk.

Background information:

Wilmer Javier MEJIA is a 45 year-old male with a lengthy criminal record including convictions for sexual assault cause bodily harm, sexual assault use firearm, sexual interference, forcible confinement, assault with a weapon (2 counts), uttering threats (3 counts), killing, injuring or endangering animals (2 counts), unauthorized possession of a prohibited or restricted weapons, assault (2 counts), flight while pursued by peace officer.

MEJIA’S most recent convictions resulting in a total sentence of 14 years plus 25 days (in addition to 340 days pre-trial custody credit) was imposed November 2, 2012. While armed with a knife, he attacked and sexually assaulted a 14 year old female, resulting in permanent injuries, while threatening to kill her and others. He attempted to avoid arrest and was captured by police after ramming a police car. He also tortured a dog with a Taser.

In July 1999, MEJIA received a five year sentence for sexual assault use firearm, where he grabbed a 17 year old female, blindfolded and forced her into to his car, and sexually assaulted the victim.

MEJIA will be released from the Stony Mountain Institution, Stony Mountain, Manitoba, on March 17, 2022.

Once released, MEJIA will be subject to conditions, including:

  • Not to be in the presence of any male or female children under the age of 16 years unless accompanied by a responsible adult who knows his criminal history and has been previously approved in writing, by his Parole Supervisor;
  • Follow the treatment plan as arranged by his Parole Supervisor;
  • Reside at a facility approved by Correctional Service of Canada; and

While incarcerated, MEJIA participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against all females, both adults and children.

MEJIA is expected to take up residence in Winnipeg.
