Weapons – Arrest: C22-69170

On April 4, 2022, at approximately 12:40 p.m., Winnipeg Police Service North District Community Support Unit members saw a male riding a bicycle near Salter Street and Church Avenue. Officers recognized the male as the subject of an Arrest Warrant, and he was stopped and advised he was under arrest; however, he discarded the bike and fled on foot.

One of the two officers was able to catch up to the suspect; however, he fought and violently resisted arrest. As the second officer arrived to help, the suspect repeatedly attempted to reach into his jacket to access what was later determined to be a gun. The officers were ultimately able to get the suspect under control and handcuffed.

A search of the suspect led to the seizure of:
- Loaded, .22 calibre sawed-off rifle with defaced serial number
- 11 additional rounds of ammunition
- 30 grams of fentanyl (ESV $3,500)
- 8 grams of methamphetamine (ESV $400)
- 2 knives

Richard Charles McIvor, 47, of Winnipeg, was the subject of a Court-Ordered Weapons and Firearms Prohibition and has been charged with 19 offences:
- 10 Firearms and Weapons related offences
- Assault Peace Officer x 2
- Fail to Comply with Conditions of Release Order x 5
- Possess Scheduled Substance for the Purpose of Trafficking (Fentanyl)
- Possess Scheduled Substance for the Purpose of Trafficking (Methamphetamine)
