In February 2025, the Winnipeg Police Service’s Internet Child Exploitation Unit (ICE) was alerted by the National Child Exploitation Crime Centre (NCECC) that an online undercover police officer from a United States law enforcement agency was engaged in an online chat with a male from Winnipeg, Manitoba.

In a private chat room, the two briefly discussed the sexual abuse of children and that he knew of a mother that allowed for the sexual abuse of her 10 year old daughter. The male was asked if he wanted to be put in contact with this mother and the suspect agreed.

Arrangements were then made for the suspect to travel to the United States, for the purpose of sexually assaulting the child.

On March 6, 2025, the Winnipeg Police Service’s, ICE investigators executed a search warrant on a residence in the 900 block of Dorchester Avenue and arrested the suspect without incident.
