If you pay to park on-street in the Exchange District, you may soon have a bit more time to leave your vehicle without moving it.
Starting October 1, on-street paid parking time limits will increase from two hours to three hours on the following blocks:

- Market Street, south side – from Main Street to Rorie Street
- Lily Street, east side – from Elgin Avenue to James Avenue
- Lily Street, east side – from James Avenue to Rupert Avenue
- Lily Street, west side – from Market Avenue to Rupert Avenue

- Rupert Avenue, north side – from Martha Street to Lily Street
“We’re making this change to give students attending class or families enjoying the museum more time during the weekday,” said Lisa Patterson, Manager of Facilities & Operations with the Winnipeg Parking Authority.
“We’ll be piloting the new time limits for one year to make sure there’s still enough turnover in available parking.”
You can pay for parking using:
- The PayByPhone app
- Prepaid Parking Booklets, available at several locations in Winnipeg
Once your parking is expired, you have the option to extend it up to 30 minutes past the posted time limit through a separate transaction in the PayByPhone app.
“The 30-minute extension is in our parking by-law and applies to all paid parking areas,” said Patterson.
“It acts as a bit of a grace period if you’re running late. It means that you actually have up to two-and-a-half hours to park in our normal paid zones and up to three-and-a-half hours to park in these new extended zones.”
The new time limits will be in effect until 5:30 p.m. on weekdays, after which you can park as long as you want for free. You can also park for free all-day on Sundays.
There will be no change to Saturday paid parking hours, as you can already park for a maximum of four hours (two hours for free, combined with two paid hours).
