Use Permits Online to apply for a development permit or building permit. Incomplete applications will result in delays.

Refer to development permits for a complete list of requirements and exemptions.
When you need a building permit
Home renovation projects may need a building permit per the Winnipeg Building By-law. This includes:
- kitchens
- bathrooms
- adding/converting rooms to bedrooms
- creating open concept living spaces
- new/larger openings (exterior doors or windows)
Cosmetic changes, such as painting, flooring, millwork, etc., do not need a building permit.
