Outdoor pools & hot tubs/spas

Homeowners need to get the correct permits before installing an outdoor pool, hot tub/spa, or any other structure that can hold 600 mm (2’0”) or more of water.

When you need a development permit

Refer to development permits for a complete list of requirements and exemptions.

Note: New outdoor pools and hot tubs/spas in new greenfield subdivisions with prior development agreements on title don’t need prior development permit approval if submitted at the same time as the new house application. The development permit will be processed under one combined development/building permit application.

 

When you need a building permit

All outdoor pools, hot tubs/spas and any other structure that can hold 600 mm (2’0”) or more of water need a building permit per the Winnipeg Building By-law.

The structural design of an in-ground pool must be sealed by a structural engineer.

Note: Confirm development permit and other supporting approval requirements before applying for a building permit.

Seasonal pools & seasonal hot tubs/spas

Seasonal pools and seasonal hot tubs/spas don’t need a building permit. But they must meet Winnipeg Building By-law fencing requirements and other applicable codes, standards and bylaws.

A seasonal pool is a private pool that you set up and use during certain times of the year or for a short period of time. It can be taken apart or moved without needing special equipment or heavy machinery.

 

Related permits

If an outdoor pool or hot tub/spa will have electrical or plumbing services installed, trade permits are needed.

Note: You need a separate electrical permit for all outdoor pools and hot tubs/spas.

Separate permits are also needed for associated construction, such as a deck.
