Background

The facility’s aging septic system could not handle wastewater volumes. This led to repeated closures and an upgrade to the septic holding tank in summer 2025. 

In October 2025, the facility was closed by the City again because of new plumbing issues. At that time, we found that the septic tank needed to be replaced under warranty. We also found significant water infiltration that was eroding the soil around the tank. 

During the closure, we also undertook other site work, including grading the floor around the track. While doing this work, we found mould that requires significant abatement. 

Work at the site, including replacing the septic tank, was put on hold while we confirmed next steps to address the water infiltration and mould. 

We are exploring all options to repair the facility and reopen it as soon as it is safe.

Next steps

We hired a consultant to complete a full condition assessment of the basement, provide a cost estimate for the work, and recommend next steps for mould abatement, remediation, and prevention. 

The assessment will occur in summer 2026.  A tentative completion date is pending.

Once the assessment is completed, the City will review the findings with the River East Transcona School Division, which owns the building. Any repair work would be subject to Council’s approval of the project and funding.
