City sites for supportive housing

We are working with the Province of Manitoba and non-profit partners to create supportive housing on City-owned sites. Supportive housing is a type of affordable housing that helps people at certain life stages or with challenges like health issues, disabilities, or other barriers to housing. It helps people live more stable, independent and respectful lives.

Our role is to select the sites, rezone the land, and provide the land to the partner organizations. We’ll work with the Province to select partners to design, build, and operate the supportive housing.

Residents were invited to learn more about the sites and rezoning process by viewing the storyboards (PDF, 7.2MB).

Three information sessions were held in September 2025. Read a summary (PDF, 1MB) about these information sessions and what we heard.  

Following the rezoning application and hearing process, on December 18, 2025, the Winnipeg Zoning By-law was amended to allow supportive housing to be built on the following sites:

  • 1168/1172 Plessis Rd.
  • 626 Stella Ave.
  • 75 Poseidon Bay
  • 2546 McPhillips St.

546 Sherburn St. was originally proposed but not approved to allow for supportive housing to be built.

Next steps

Now, we will support the Province of Manitoba to select partners to move forward with developing supportive housing. Partners will design and build the housing. Non-profit partners will be selected to own and operate the housing.

Council directed us to report back with additional sites for supportive housing in April 2026.
